Our History

C.A.R.E.4MORE has its roots in C.A.R.E. Philippines (est. 1987) by the hard work, passion, and vision of Dr. Rose Aguilar Biron, and her loving husband and lawyer, Attorney Ermelo Biron, who for 32 years served as the founder and executive director of C.A.R.E.  Dr. Rose, who passed away in 2019, was known for her dedicated love, care, thoughtfulness, and selfless service to her family and those she taught and mentored.  Dr. Rose (a Fulbright scholar and education specialist) and Melo were members of founding board chairman’s Dr. Richard Todd’s church in River Forest, IL. Rose felt the call to return to the Philippines where she was born to serve the poorest of the poor in greater Manila, as well as the province of Tacloban. When Pastor Todd moved to St. Andrew’s Presbyterian Church in Newport Beach, CA, he and his wife Beverly, continued to foster missions work in the Philippines. They partnered with other Southern California churches and raised support for a three-story Annex building for the Antipolo ministry center, which at one time housed a small Christian school.  Through the on-going financial support of Dr. Joel and Luchie Pengson (Melo’s son and daughter-in-law), local churches, and U.S board members provided a college scholarship fund. As a result the Rondalla music ensemble was established (and continues to the current day for youth and children’s outreach), in addition to a pair of churches being planted.

New Name, Same Vision

In 2021, the U.S. Board prayerfully decided to align with larger like-minded ministries in the greater Manila and Rizal areas. This step was taken to ensure more direct and accountable ministry through medical, outreach, resources, and education. Thus the strategic name change to CARE4MORE. Dr. James Melton, the acting executive director, will continue to build upon the legacy and vision established by Dr. Rose Biron.
